Colonel Bernard C. Brining serves as the Deputy Director for the Development Corps, Space and Missile Systems Center. As the deputy to the Program Executive Officer for Space Development he is responsible for establishing and exploiting opportunities for continuous, iterative, and innovative capability improvements through rapid prototyping, experiments, demonstrations and technology maturation for 25 programs valued in excess of $11B annually. He drives overarching and cross-cutting systems engineering approaches and leads acquisition strategy decisions to support warfighter operations. Col Brining is dual-hatted as Senior Materiel Leader/Chief of the Space Demonstrations Division, Advanced Systems and Development Directorate, Space and Missile Systems Center, Kirtland Air Force Base, New Mexico. The division’s mission is to deliver advanced space solutions through collaborative demonstrations and space prototyping; including leading the Department of Defense (DoD) Space Test Program (STP) and the Hosted Payload Office. Col Brining commanded the NRO’s Space Communications Operations Squadron at Los Angeles AFB, CA. He has served in a variety of operational, program management, operations mission support, professional military education staff and HQ staff officer positions.

Security measures will require additional information upon registration. (Date of Birth, Driver’s License number, State of driver’s license issue, and citizenship).
Please be aware that the Los Angeles Air Force Base will not let you enter if your driver license has the “Federal Limits Apply” marking in the top right hand corner. A passport is acceptable if you have this marking on your driver license. Note: If you have a Space and Missile Systems Center (SMC) area badge, government Common Access Card (CAC), or military ID card (active duty or retired) you are able to access the base with these.
As of January 22, 2018, CA offered the “REALID” license. LA AFB requires this type of license. If the license says “Federal Limits Apply” it is not acceptable for LA AFB. Whereas this does not federally take effect until October 1, 2020, the Los Angeles Air Force base security instituted this requirement the beginning of June 1, 2018 (extended until Oct 10, 2018). When renewing your license, you should specifically request a REAL ID driver license when making the DMV appointment and take the necessary required documents to the appointment. Otherwise, a person will be issued the “Federal Limits Apply” license, which will not allow base access now and, after 1 Oct 2020, cannot be used as ID to board a commercial plane.
