AFCEA­LA Small Business Update (DRAFT REVISION 2)

The following information is for prospective small business contractors/subcontractors interested in doing business with Space and Missile Systems Center (SMC) at Los Angeles Air Force Base (LAAFB).

The Office of Small Business Programs, SMC, LAAFB, handles determination of small business set­aside and sub­ contracting opportunities for SMC’s space development and acquisition programs. Their mission is to promote increased access to SMC’s procurement opportunities and they are SMC’s advocate for small, minority, veteran, Historically Underutilized Business Zone (HUBZone) and women business owners.

The SMC Small Business Office is responsible for the scope of small business programs mandated by public law. They maintain a list of candidate small business companies and their capabilities and use the list as industrial base consideration inputs for SMC acquisition strategies, such as potential small business set­asides.

SMC uses two primary IDIQ (Indefinite Delivery Indefinite Quantity), Multiple Award Contracts (MACSs) for procurement of advisory and assistance services: the GSA One Acquisition Solution for Integrated Services (OASIS) Pool 5b contract which is under the SMC Technical Follow-on (STS-2) Program and the SMC Acquisition and Financial Support Program (SAFS) contract.  Only vendors already identified within the GSA OASIS Pool5b and SAFS MAC IDIQ contracts may respond to SMC Task Orders and Requests for Proposals (RFPs) for the SAFS and STS-2 programs.

The OASIS Pool 5b contracting vehicle is for technical advisory and assistance services in areas such as Engineering Management, Technical Acquisition and Space and Ground Radar/Optical Systems.  Pool 5B is defined for the NAICS Code 541712, Exception C: “Research and Development in Space Vehicles and Guided Missiles, their Propulsion Units, their Propulsion Units Parts, and their Auxiliary Equipment and Parts.” OASIS Pool 5b includes small­business and large­prime contractor sub­categories. SMC’s SAFS contracting vehicle provides services supporting SMC’s space development and acquisition mission, consisting of financial management; earned value management; schedule analysis; cost estimating, research and analysis; acquisition planning and reports; budget analysis; administration; manpower, personnel and training; configuration management; and data management. In December 2012, SMC awarded the SAFS MAC IDIQ to four vendors: Quantech Service, Inc., BTAS Inc., Tecelote Research Inc., and MCR Federal LLC – all small businesses.

Other small businesses interested in teaming/subcontracting with OASIS Pool 5b and SAFS prime contractors are encouraged to directly contact each vendor within the two programs to determine if a suitable teaming arrangement exists. The SMC Small Business Office can help facilitate this engagement via its outreach services.
