Mr. Willard B. Strozier is the Director of Small Business Programs for Space and Missile Systems Center, Los Angeles Air Force Base, El Segundo, Calif. He advises the SMC Commander (AF Program Executive Officer for Space), Program Office acquisition professionals, and external customers on policies and processes impacting the nation’s small business community. He is responsible for establishing policy for the installation’s small business and source development programs and managing and overseeing daily program operations. Mr. Strozier facilitates, counsels, and mentors various types of small businesses by providing advice concerning acquisition procedures; information regarding proposed acquisitions; and instructions on preparation of proposals in the interpretation of standard clauses, representations, and certifications.

Mr. Strozier maintains an outreach program (including participation in Government-industry conferences and regional interagency small business councils) designed to locate and develop information on the technical competence of small businesses, small disadvantaged businesses, veteran owned businesses, women own businesses, HUBZone small businesses, historically black colleges and universities, and minority institutions.

Mr. Strozier entered the Air Force in February 1974. He held a variety of positions in both the Fire Protection and Contracting career fields. His active duty assignments include tours in Arkansas, the United Kingdom, Belgium, Ohio, California, Italy, and Louisiana. He was also deployed to Iraq during the initial Gulf War. Mr. Strozier retired from the Air Force in March 2000 at the rank of Senior Master Sergeant and entered Civil Service in June 2000. Mr. Strozier is a member of the DoD Western Regional Small Business Council for Education and Advocacy that encompasses California, Hawaii and Nevada.  Mr. Strozier has served in various leadership positions including Chairperson (2012-2015).
